Approved as amended by ED's 9/19/91 memorandum to OMB. In addition, E has agreed to the following terms: -- Case study data shall not be used to provide causative or explanato conclusions, since these data are not generalizable to the universe of effective schools. -- The final selection of case study sites shall be submitted for OMB review, along with an explanation of how these sites best meet ED's sampling criteria. To the maximum extent possible, ED shall base this selection on preliminary data from the main studies, since the current LEA probe will provide some subjective and non-uniform information. -- ED shall ensure that case study sites vary in the effectiveness by which they increase student achievement through implementation of an effective schools program. -- ED may include an "other" category in its questions on race and ethnicity. However, ED must be able to aggregate this category into t standard categories. -- If districts do not maintain racial and ethnic data according to th "separate" format of Directive 15, ED may collect these data through t "combined" format, but must caveat this discrepency in analyzing and reporting the information.

STAT AND LOCAL ADMINISTRATORS, TEACHERS, AND PARENTS WILL PROVIDE INFORMATI TO GUIDE LEGISLATORS, POLICYMAKERS, AND EDUCATORS AT ALL LEVELS.
