IT SETS FORT THE OBLIGATIONS ASSUMED BY THE GRANTEE THROUGH ITS ACCEPTANCE OF FEDER ASSISTANCE INCLUDING THE RULES AND REGULATIONS APPLICABLE TO THE CONDU OF A PROJECT UNDER THE UPARR ACT AND ANY SPECIAL TERMS AND CONDITIONS.
