instrument. In addition, prior to implementing respondent
remuneration, HCFA must submit the results of its pilot to OMB and
an additional justification for deviating from the general
prohibition regarding respondent reimbursement described in 5 CFR
1320.6 (e). OMB will review these materials, and HCFA must receive
OMB approval before proceeding with remuneration.
