Approval through 2/93 will place the WAPR on the same clearance time frame as the JASR, both of which may be replaced by the DOL Participan Data System (DOL had requested approval of the WAPR through 12/92); OM still encourages DOL to submit the Participant Data System request for clearance as soon as possible. In addition, OMB approves the existing WAPR without change, under the following conditions: -- DOL's movement toward use of UI wage record data to replace at leas some of these reporting requirements shall be accelerated, from the current schedule of State-level implementation in program year 1994. T next submission of the WAPR shall report on the status of this effort. -- Given substantial interest in assessing the number of people who receive needs-related payments, the next submission shall add this dat element (the current WAPR collects only the dollar amount). -- DOL shall increase the acceptable response rate for the follow-up survey from 70 to 80 percent, and shall institute a sanction in the Title III program for SSAs that do not achieve this level. -- The next submission shall analyze the benefits and costs of collecting data on the number of recipients who enter 90-day inactive status, since employment is now measured at follow-up and not termination. DOL shall use the analysis either to recommend including a data element for this information, or to explain why a new item is n necessary.
