This information
collection is approved through 5-95, under the following condition:
Section F, "Description of Local Agencies", question 1-8 will be
removed. This section fails to meet the general requirement under
the Paperwork Reduction Act, 1320.4 (b)(3), which states that the
collection of information must have practical utility. In an
attempt to gain a uniform context for describing local agencies,
FNS combines and compares several different types of administrative
units, as if they were the same. The result is a somewhat
meaningless presentation of numbers purportedly representing the
number of services delivered by WIC local agencies nationwide. The
study is further diluted by breaking down the service description
into two categories. The respondent must provide the number of
agencies where services are "typically provided to most WIC
participants" and those "typically provided to at least some WIC
participants." FNS fails to further quantify the resul with
information such as, how many WIC recipients consitutes "most" and
"some"; what the services entail; how the level of services vary
across agencies. Without this additional detail, the collection
lacks utility to inform the user on the services offered in the WIC
local agencies. The Agency may wish to reevaluate their need for
this information, and resubmit a collection better designed to meet
these goals.
