amended by DOL's memoranda to OMB of 6/24/92, 7/29/92, 8/26/92,
9/17/92, 10/16/92, 11/3/92, and 11/4/92. DOL had published a notice
for comment on the Federal Register on 3/13/92, and the revisio
through 9/17 responded to public comment prior to submission of a
fina version for OMB review. While approval is granted through
DOL's requested expiration date, DOL and OMB anticipate that
revisions to th SPIR may be needed before then. In addition to
revisions often made t a new reporting system, DOL shall address
several specific issues: -- Collection of preprogram wage data in
addition to wage at dislocati for Title III participants may not
provide an accurate baseline from which to measure impacts. DOL has
agreed to collect this item for one year, and shall report on its
validity for Title III by December 1993. -- Collection of cost data
for participants may be appropriate in the future, depending on the
validity and completeness of the revised JTPA financial reports
(which DOL will submit for PRA review shortly). -- Collection of
data on offender status for youth shall reflect how this term is
defined in final JTPA regulations. -- Last, we note that with the
implementation of the SPIR, several DOL collections are now or soon
will be obsolete: the JTQS has already be withdrawn, the DCR
compliance information system has been suspended, a the WAPR and
JASR will be cancelled after this transitional year. DOL shall
remove these collections from its inventory as appropriate.
