memorandum of March 31 (as amended) responding to OMB comments: 1)
implement a detailed tracking system to be used in the pretest and
in the main survey to document the points at which nonresponse
occurs, 2) develop and pretest alternative lead-in's to the survey
wit the goal of raising the response rate to at least 80 percent,
3) submi for OMB review and approval the final plan for the pretest
including the selection of the sample, alternatives to be tested,
and a burden estimate, 4) submit the results of the pretest along
with a request fo review of the proposed version for use in the
main survey, and 5) subm a copy of the report of survey results and
methodology by September 1993. The review requests submitted for
items 3 and 4 should use the Information Correction Worksheet
process.
