item 13 of the narrative justification because issue are currently
complying with the recordkeeping of Section 1.403(b)-2 a providing
information to employees and beneficiaries on request. We believe
that the Department should complete rulemaking on this rule in
order that any public comments on the information collections can
be discussed in the preamble.

THE PURPOSED REGULATIONS PROVIDE RULES
REGARDING THE MINIMUM DISTRIBUTION REQUIREMENTS APPLICABLE TO
SECTION 403(B) CONTRACTS AND ACCOUNTS. SUCH MINIMUM DISTRIBUTION
RULES DO NOT APPLY TO BENEFITS ACCRUED BEFORE JANUARY 1,
1987.
