amended by DOL's 7/7/94 memorandum to OMB. In addition, D has
agreed to meet the following conditions: -- DOL shall augment this
implementation study of 30 SDAs with a short companion
questionnaire for State JTPA Administrators, to collect Stat level
implementation data. DOL shall provide the questions for OMB review
as an addendum to this study, with a revised burden estimate. -- As
DOL indicates, this study will provide initial indications that
SDAs have taken to implement the 1992 JTPA Amendments. The sample
siz is too small to allow for rigorous statistical analysis. The
results this implementation study will be used in structuring a
comprehensive and statistically significant evaluation study. --
DOL shall use extant data sources, including SDA cost reports and U
wage record data, to the maximum extent possible to broaden the
analys of the information collected here. -- Consistent with its
statement that this study is not an appropriate vehicle for
collecting SDA staff opinions about participant outcomes, DOL shall
delete Qs. III.A.8.c-d, III.B.5.c, and III.B.6.e. -- To allow for
reporting of positive and negative effects of the 1992 Amendments,
DOL shall revise Q. I.D.1 to ask whether new definitions have
clarified or confused program intent; and shall revise Qs. III.C. 5
to ask whether the amendments have led to increases or decreases in
the number of linkages and referrals due to the revised
statute.
