In using data
derived from this survey, HUD should recognize the limitations
associated with reliance on self-reported data on crime incidence
and possible analytical shortcomings resulting from not
differentiating between residents from high crime areas and other
residents. Additional problems may result from lack of data on
crime reduction activities where residents are unaware. OMB
recognizes utility of this survey instrument as a general indicator
of approaches to reduction in crime that are considered acceptable
to public housing residents. HUD is urged to consult with OMB as it
works on the development of a planned broade interagency data
collection effort on victims of crime. These points have been
discussed with Donald Bradly of HUD in a telephone converstation
with Joe Lackey of OMB on 5/26/94.
