This ICR for the
Accidental Release Information Program is approved for two years as
requested. If EPA intends to continue this collection after
promulgation of the final Risk Management Programs rule under
112(r) of the CAAA, it needs to demonstrate to OMB's satisfaction
that the information has practical utility and is not duplicative
of any other Federal data collection in- cluding EPA's enforcement
plan for the 112(r) rule and the Emerg- ency Response Notification
System (ERNS). EPA shall seek public comment from respondents and
other interested parties on the merits of retaining ARIP. EPA
should show exactly how the re- ports are used and why information
about the accident causes and existing prevention programs is
needed in light of the final RMP rule. In particular, are there
patterns of accidents that EPA and industry did not anticipate or
plan for? To what extent are reported accidents the result of
probablistic events? Finally, EPA shall reestimate the burden to
include the cost burdens as- sociated with this collection and a
realistic estimate of fre- quency of use.

ARIP survey collects information on
the causes of serious chemical accidents at fixed facilities in
order to determine the effectiveness of existing guidance and
regulations and where further improvements in process safety
management are needed. The accident information is shared with
stakeholders committed to reducing chemical accidents.
