Section 76.1, among other things,
requires local commercial television or qualified low power
television stations to notify a cable operator, in writing, when
that station believes that a cable operator has failed to meet its
carriage or channel positioning obligations. Section 76.7 states
that on petition by an interested party, the Commission may waive
provisions of its cable television rules, impose additional or
different requirements, or issue a ruling on a complaint or
disputed station.
