Abstract: P.L. 103-356 requires that regular annuity payments begun on or after January 1, 1995, be paid through electronic funds transfer unless the annuitant submits a written request to waive this requirement. RI-38-128 is designed to give annuitants, whose agencies have not already done so, this opportunity.
