The FCC has
requested approval of this collection as part of their overhaul of
the MDS licensing process. This collection will not be responded to
for 5 years (2 OMB-approval processes). Approval of the collection
is granted. The FCC shall notify OMB by submitting an OMB 83-C
updating the burden when responses to the collection are expected
to be filed. The FCC should also consider providing MDS BTA license
winners greater guidance on the documentation needed to prove that
the buildout requirements of Section 21.930 have been met.

Section 21.930 requires that a Basic
Trading Area holder file with the Commission a demonstration that
the holder has met construction requirements. This demonstration
must be filed 60 days prior to the end of the 5-year build-out
period. These filings will not occur until FY 2001.
