September 1997 to allow for public comment on the information
collection provisions contained in these certification regulations,
and DOL's estimate of their burden, under the procedures of the new
Paperwork Reduction Act. Given the burden imposed by these rules,
DOL will solicit comment on ways that the information collection
provisions could be revised or implemented differently to reduce
burden while still achieveing the purposes of the rule. As required
by the PRA, DOL will include a summary of public comments received
as part of the record supporting its request for PRA clearance to
OMB.

There are 33 provisions in OSHA's
safety standards (parts 1910, 1915, and 1926) that require
employers to conduct tests, inspections, maintenance checks, or
training and to prepare a certification record which indicates the
date of the test, inspection, maintenance check, or training and
what was inspected, etc. The record must be signed and kept on
file.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
