indicated by the preamble. (This was recieved incomplete, through
page 42. The overall burden of this collection is quite large as
are the costs imposed on many operators. OMB wants to review
closely public comment and agency responses prior to the final
rule. Consistent with new regulations in 1320.12, we ask that a
submission be made at least 60 days prior to the final rule stage
in order to review the final information requirements. We have
taken this action under the existing requirements in Section 1320
in a short time frame, as this was submitted on 9/19/95 in order to
try to minimize confusion over what requirements the submission
should conform to, and assuming Coast Guard intends this as a
3504(H) submission.

The Coast Guard is amending certain
navigation safety regulations affecting towing vessels. This
proposed rule would help assure that the mariner piloting a towing
vessel has adequate equipment. Specifically radar, magnetic
compass, electronic position fixing devices, swing meters, depth
sounders, searchlights, marine charts, publications, and towing
gear.
On behalf of this Federal agency, I certify that
