August 1996 with the understanding that Customs will submit to OMB
with the next request for extention of this clearance: 1) a plan,
including a projeced time frame, for automation by Customs of the
collection, use, and interagency sharing of commercial invoice
data, 2) an explanation of how the automated commercial invoice
will be integrated into the design for the governmentwide
International Trade Data System under development by the Office of
International Trade Data Exchange (INTRADEX), and 3) projections of
the anticipated reduction in information collection burdens
resulting from the elimination of collections duplicative with
automated commercial data. Moreover, in coordination with the North
American Trade Automation Prototype (NATAP) scheduled for
September1996, the Federal Register notice of the request for
extention of OMB approval should solicit public comment on using
commercial documents as the basis for processing the port clearance
of international trade transactions at the border. Finally,
estimates of respondent costs should be provided to meet the
requirements of the 1995 PRA. These estimates should be updated as
better informaiton is received.

The information on the commercial
invoice is used for the proper assessment of customs duties. The
invoice is attached to the CF-7501. The form is used to assure
compliance with statutes and regulations.
