Terms of Clearance: Approved as amended by ED's 3/15/96 memorandum to OMB. In addition, ED shall meet the following conditions: -- As soon as possible, but no later than with the submission of the clearance package for the 1997-98 FAFSA, ED shall provide OMB with a legal opinion as to why the FAFSA cannot, under current law, serve as the loan application for the FFEL program. ED's memo shall note all available options to achieve this goal, which commenters, OMB, and the Department all support in concept. -- When ED submits its clearance package for the revisions to this form, as well as the PLUS application (1840-0715) and the FFELP Deferment Documents (1840-0716), it shall include an analysis of how these forms differ from both the existing forms and the equivalent forms used under Direct Lending, with a goal of achieving maximum consistency between forms for the two programs. -- When ED submits its revised package for PRA clearance of these three forms, it shall address all public comments received in the context of this clearance as part of that package, including elimination of certain data elements and removal of check-boxes in addition to the FAFSA issue discussed above.
