This collection is approved as amended by ED's resubmission of a revised draft dated 1/3/96 and by its revisions of 3/21/96 and 4/5/96. OMB approves this request in its present form, for the purpose of describing the progress of School to Work implementation in 8 States and collecting baseline information on students; in its present form, this study does not constitute a national evaluation. This request is the first component of a multi-pronged evaluation strategy that, in sum, will produce the national evaluation required by the School-to-Work legislation. To achieve the objective of the statute, ED, DOL, and the School- To-Work Office shall develop and implement net impact evaluation designs to assess the effects of key components of the School-To- Work system such as worked-based learning, integration of academic and vocational curricula, connecting activity components, etc. ED, DOL, and the School-To-Work Office will submit a plan with a schedule to conduct these activities as soon as possible, but no later than the submission of the local partnerships survey. Last, we recommend that ED, DOL and the School-To-Work Office compare data from this survey with similar data from the NLSY to provide a national comparative baseline.

The STW Opportunities (STW) Act of 1994 directs the Secretaries of Education and Labor to evaluate progress made by States and local communities in establishing systems to promote effective school-to-work transitions. Information will be collected through surveys of local STW partnerships, case studies, and surveys of high school seniors. Data collected will be used in reports to Congress and to others interested in school-to-work programs.
