Terms of Clearance: This information collection is approved through 3-99 under the following conditions: As agreed to by the Agency, ACF will make all of the changes outlined in the attached March 4, 1996 memorandum. As submitted, the Implementation Study is limited to an evaluation of 10 State programs and the findings are not generalizable to other State programs. ACF will supplement the 10 State analysis with information on all States through the State Plans and Annual Reports. By linking the 50 State data with the 10 State case studies, ACF will be able to provide an overall picture of the implementation issues in the FP/FS program. The Annual Report will incorporate the conceptual design framework articulated in the attached summary from ACF. In particular, the annual report will include information on the State context for change, interpretation and planning, implementation and results, discussed in section B of that frame- work. ACF will work with OMB to finalize the structure of the Annual Report by April 30 to ensure that the agency collects this information concurrently with the 10 State data collection. HHS will continue to coordinate across the three components to ensure that the overall evaluation of the FP/FS program is fully integrated. HHS will schedule a meeting with OMB to discuss a strategy to ensure earlier involvement and opportunity for OMB comment in the planning and development phases for major HHS evaluation efforts.
