Terms of Clearance: This request is approved for the maximum time period permitted under the Paperwork Reduction Act for an emergency approval. In making this request, HUD did not provide a supporting statement containing information required to fully explain and justify its request. This approval includes the additional material submitted by HUD to OMB on 6/17 and 6/20.OMB's notice of action does not reflect the dollar burden information provided by HUD for this information collection as it apparently duplicates the burden hour information reported by HUD. Instructions for the Form 83-I and the supporting statement are specific in saying that dollar burden should exclude the cost of burden hours. OMB understands that HUD is developing a procedure for preventing distribution of unapproved information collection instruments through the Internet in order to prevent violations of the Paperwork Reduction Act. HUD must seek and recieve OMB approval for any collection of information covered by this emergency approval continuing beyond 8/96--including any post-award financial or monitoring reports or ongoing recordkeeping required of grant recipients. HUD must comply with the normal process for seeking OMB approval in seeking extension of OMB approval.
