This collection is approved on the condition that the analysis plan will be revised to reflect the following additional information. The plan, as submitted to OMB on 8/23/96, does not explain how OCSE plans to assess the costs and benefits of a New Hire System. The plan should identify how this task is to be done, including identifying the costs of such a collection and the specific benefits to be gained such as collections of child support payments, State/Federal savings in welfare payments, the number of paternities and orders established, etc. In addition, it is useful to identify not just how the number of cases for which matches were made but also the type of cases (e.g. are hits being made across the board or only in certain occupations with high turnover). OCSE, as a condition of this clearance, shall work with OMB to develop a mutually-agreed upon plan for analysis. In addition, OCSE shall add the OMB number, expiration date, and burden statement to the New Hire guidance. The plan shall be submitted for OMB review by 9/22/96.

States may volunteer to submit information on newly hired employees to the Federal Parent Locator Service (FPLS), a function of the Office of Child Support Enforcement. New hire data will be matched against child support cases currently on file in the Tax Refund Offset Program and cases with locate requests in the FPLS to determine if the newly hired employee has child support obligations or is sought for child support-related actions. The Federal employee data base will be matched against cases in the Tax Refund Offset Program. Both types of matches that occur will be reported to States.
