This collection
is approved as amended by ETA's revisions of 6/27/96 and on the
following conditions. ETA shall, as agreed to examine and develop a
regular process to collect program data, specifically focusing on
performance-based information, for the Summer Jobs Program. ETA
agrees to report to OMB by January, 1997 a performance-based
information collection plan. In the interim, ETA will provide OMB
feedback on its progress at a meeting to be held in November of
this year. The information collection plan should re-think the
existing data collection process, including the monitoring
instrument covered under this collection. This plan should reflect
and build upon existing efforts by DOL and ETA to incorporate
uniform, performance-based information for each program. The
information collection plan should consider the following issues.
Existing Data: What data do the States require the SDA's to
collect? Is there any uniformity across and even within States?
What types of data are collected by the SDAs for their own
management purposes? Performance Data: Is it possible to track time
and attendance information for participants, type of job performed,
or employer satisfaction? What levels of burden would be imposed on
SDAs, participants and employers as a result? How can the
effectiveness of academic enrichment efforts be measured? How, if
at all, do States and localities measure the effectiveness of
academic achievement? Have any performance measures been developed
at the State and/or local level? Timing of Collection: Why is
mid-term data needed on a three month program? Could collection be
limited only to the end of the program year? If the program still
needs a monitoring component, should that occur during the
mid-term? How can the timing of a year-end collection be improved
to provide program information earlier? Financial Data: How and
when should the financial data be collected? How is the collection
of this data related to the collection of participant data?
