This information collection is approved for two years to allow the Commission time to complete its review of record keeping and reporting requirements and to revise RG 5.62 as appropriate. Comments regarding this review were solicited in a June 19, 1992 Federal Register notice, which suggested that a revised RG 5.62 would be proposed in 1993. The current ICR indicates that this review is still on-going and the NRC staff expects to make recommendations to the Commission by the end of 1996. Without the results of this review, it is not possible to determine that all of the information contained in these record keeping and reporting requirements has practical utility, as required by 5 CFR 1320.5(d)(1)(iii), or that they are the least burdensome necessary for the proper performance of the agency's function, as required by 5 CFR 1320.5(d)(1)(i). OMB has thus determined, in accord with 5 CFR 1320.12(e)(1), that the delay in completion of of NRC's review constitutes special circumstances requiring approval for a shorter period. IF NRC decides to extend this information collection beyond the two-year approval period, it must either complete the review refered to in the June 1992 FR notice and the current ICR and implement any resulting changes to record keeping and reporting requirements before it resubmits this information collection for OMB approval, or include a detailed report with the ICR submission explaining why it has not been possible to complete it, what are the major issues under completion, and when the review is likely to be complete. In addition, NRC should submit an interim report to OMB after one year describing the progress of the review and any plans NRC has for changes to the record keeping and reporting requirements and revisions to RG 5.62, as well as a time table for completion of the review and implementation of its recommendations.
