Pursuant to section 302 of the
Telecommunications Act of 1996, enacted February 8, 1996, the
Commission repealed its video dialtone rules in Report and Order
and NPRM CS Docket 96-46, FCC 96-99, released March 11, 1996. In
the First Order on Reconsideration of this proceeding, the
Commission requires that video dialtone operators must elect one of
the four video programming delivery options in section 651 of the
Communications Act and file a letter with the Commission no later
than 90 days from August 8, 1996. If not possible, operators must
request an extension of time based on a showing of good
cause.
On behalf of this Federal agency, I certify that
