This information
collection covers one of the Commission's most important
rulemakings and will be subject to both further FCC and legal
action. In addition to the collections described in the supporting
statement, the FCC has permission to either collect, or require
third party notification or recordkeeping actions to fulfill the
intent of Section 251 of the Telecommunications Act of 1996. The
FCC should continue to refine this collection based on subsequent
legal and Commission rulemakings, and should use information
correction worksheets as necessary to document changes in cost and
hour burden. Finally, this colleciton covers all FCC requirements
for sharing or providing all signal information, data, and
technical documentation needed to support the interconnection,
routing, transmission, advanced call processing features, and other
technical aspects covered under FCC Rulemaking 96-98 and
95-185.

In the attached item, the Commission
adopts rules and regulations to implement parts of sections 251 and
252 that effect local competition. Specifically, the order requires
incumbent local exchange carriers ("LECs") to offer
interconnection, unbundled network elements, transport and
termination, and wholesale rates for retail services to new
entrants; that incumbent LECs price such services at rates that are
cost-based and just and reasonable; and that they provide access to
rights-of-way as well as establish reciprocal compensation
arrangements for the transport and termination of
telecommunications traffic.
