The FCC should
include any filing fees required by this collection as cost
burdens. OMB strongly supports electronic filing by industry and
assumes that all filings required by this rulemaking can and will
be made electronically. Commenters also support electronic filing
of tariffs and supporting materials but suggest that the FCC work
with industry on addressing format, security, standards, and
historical filing archiving capabilities related to electronic
submissions prior to requiring its use. Commenters also support FCC
maintenance of this system. OMB concurs with these comments. The
FCC should adopt a plan for implementing electronic filing based on
industry input before requiring electronic filing and should work
to achieve a solution acceptable to a majority of the potential
filers.

The attached item addressed provisions
in the Telecommunications Act of 1996 that are intended to
streamline the tariff filing procedures of local exchange carriers.
One provision of the new law that the item addresses is the
requirement that local exchange carrier tariffs filed on a
streamlined basis shall be "deemed lawful." In order to achieve a
streamlined and deregulatory environment for local exchange carrier
tariff filings, the item proposes to permit local exchange carriers
to file tariffs electronically.
