that the FCC issue guidelines for preparation of the cost
accounting studies required by this collection rather than
requiring respondents to guess what the FCC will deem to be a
satisfactory response. If appropriate guidance already exists, the
FCC should inform respondents of this.

The attached item addresses provision
in the Telecommunications Act of 1996 that are intended to foster
development of competition in the provision of local telephone
service. Local exchange companies must submit, on a one-time basis,
cost accounting studies to identify the direct cost of central
office coin services.
On behalf of this Federal agency, I certify that
