Abstract: Under title 31 of the U.S. Code, the Railroad Retirement Board (RRB) may refer to the Internal Revenue Service for collection by tax refund offset legally enforceable debts incurred by beneficiaries who received overpayments from the RRB. The collection obtains information concerning the debtor's willingness to pay some or all of the debts or to state reasons for not doing so.
