This collection implements the FCC's requirements in CC Docket 96-254 Implementation of Section 273 of The Telecommunications Act. The rulemaking sets out preliminary filing requirements and solicits inputs on these and other issues. OMB and the FCC expect that the requirements will change/be clarified. The FCC should issue guidance ragarding what is full and complete information for each of the requirements contained in Section 273 -- and these should be based on industry comments received as part of the rulemaking. The FCC should, to the greatest extent possible, try to ensure that the information collection requirements do not duplicate those associated with the collection requirements associated with FCC Docket 96-333 and already approved by OMB as well as those contained in Section 251(c). One proposed definition for standard is contained in the proposed revision to OMB Circular No. A-119 Federal Participation in the Development and Use of Voluntary Consensus Standards and in Conformity Assessment Activities, FR 68312 (27 December 1996), Section 5.f. Standard is also defined in P.L. 104-113. The Commission should review these definitions. The FCC should include any specific information reporting or recordkeeping requirements imposed on Bellcore following its sale to SAIC in either this or another collection. Any information collection or recordkeeping requirements that would be contained in the Commission implementation of Section 256 should be covered under a separate OMB control number.

The Commission requires this information and public notices to implement the Telecommunications Act of 1996. This information and notices will foster greater competition and consumer benefits. Affected entities include Bell Operating Companies, local exchange carriers, and entities that develop industry-wide standards, generic requirements, and conduct certification.
