This information collection is approved subject to the following terms of clearance: 1. The agency shall make additional efforts to increase the conversion rate of facility site participation, including through the use of increased payments (up to $150) if necessary to reach a response rate of close to 100% for assistance with collection. 2. The agency shall address the cumulative response rate of phases I and II of the study in order to determine whether refusals will affect the representativeness of the client pop- ulation. 3. In phase III of the study, the agency shall pay clients, for participation in an interview and a urine sample, no more than a total of $25. The allocation of this amount is determined in a memorandum added to this file.

Phase II and III of the Alcohol and Drug Services Study will continue the collection of linked information on substance abuse treatment begun in the Phase I facility-level survey. Phase II is record abstraction of client-level data on 8,800 treatment clients, and Phase III is client followup to determine post-discharge substance abuse, criminal activity, employment, and other social functioning. ADSS will provide researchers, policymakers, and providers with detailed national data on the current substance abuse treatment delivery system and clients in the system.
