This phone survey is approved as submitted and subsequently revised by FMS. The approval of the phone survey was contingent on the commitment, as stated in FMS's memo to OMB dated March 10, 1997, by FMS to conduct a complementary mail survey. OMB expects that the plan to conduct the phone and mail surveys will provide FMS with statistically valid information on the entire universe of respondents before policy decisions are made at the proposed and final stages of the electronic funds transfer rulemaking. OMB commits to working with FMS to expedite the implementation of the phone and mail survey plan.
