This phone
survey is approved as submitted and subsequently revised by FMS.
The approval of the phone survey was contingent on the commitment,
as stated in FMS's memo to OMB dated March 10, 1997, by FMS to
conduct a complementary mail survey. OMB expects that the plan to
conduct the phone and mail surveys will provide FMS with
statistically valid information on the entire universe of
respondents before policy decisions are made at the proposed and
final stages of the electronic funds transfer rulemaking. OMB
commits to working with FMS to expedite the implementation of the
phone and mail survey plan.

Public Law 104-134 directs Treasury to
study the socieoeconomic and demographic characteristics of those
who do not have direct deposit and determine how best to increase
usage. The focus groups will aid in the design of a telephone
survey which will support the development of a direct deposit
marketing/media plan. Respondents will be individuals who currently
receive Federal Government program payments by check.
