Emergency
clearance for three months is granted to allow EPA to begin
processing Drinking Water State Revolving Loan Fund applica tions
prior to approval of Final ICR, which should be submitted before
3/31/97 to allow time for full OMB review, along with any comments
received relative to the ICR or the Interim Guidance. In the final
ICR submission, EPA should address the appropriate ness of the
burden estimates for preparing and reviewing grant applications by
community water systems and for conducting annual audits. It should
also disucss the small entity impacts of the ICR.

States provide EPA with information on
capitalization grants and how they administer and operate Drinking
Water State Revolving Fund programs. EPA uses the data to ensure
national accountability, adequate public comment and review, fiscal
integrity, and consistent management to achieve environmental
objectives. Local communities prepare applications for Drinking
Water SRF assistance which are reviewed and approved by the
States.
