The Federal Oil and Gas Royalty Simplification and Fairness Act of 1996, Public Law 104-185 (August 13, 1996), provides that the Secretary may delegate certain royalty management functions to States under prescribed regulations and standards. In accordance with this Act, information needs to be collected from industry and States to ensure that the Royalty Management Program continues to operate efficiently and effectively.
