Abstract: A proposed rule that specifies filing requirements to be followed by public utilities in making transmission tariff filings based on capacity reservations for all transmission users. The propos- ed open access tariff for transmission, if adopted, would replace the open access transmission tariff required by the Commission in its final rule RM95-8/RM94-7.
