This collection
establishes the processes by which the FCC will begin the licensing
of digital television stations. It consists of two major parts: a)
a requirement that existing licensees eligible for DTV licenses but
who decide not to exercise this option notify the FCC of this
intent; and b) a requirement that existing licensees submit a
revised FCC form 301/340 with a new section V-D in order to be
allocated the new spectrum for DTV. The FCC shall include the
burden associated with the remaining broadcasters when it submits
the collection again -- this collection only includes the burden
associated with allocating the spectrum in ten markets.

The Commission adopted a Fifth Report
and Order in MM Docket No. 87-268 (Advanced Television and Their
Impact Upon the Existing Television Broadcast Service). This Fifth
Report and Order adopts rules with the following objectives: To
promote the success of free, universally available, local broadcast
television in a digital world, thereby preserving free, widely
accessible programming that serves the public interest and to
attract consumers swiftly to digital broadcast service, thus
allowing the NTSC spectrum to be recovered and turned to use for
other beneficial purposes more rapidly.
On behalf of this Federal agency, I certify that
