The Capability Assessment Tool is
required for FEMA to report the emergency management baseline to
the President and the U.S. Congress. It is also needed for program
evaluation and management to assure that Federal funding to State
and local governments is properly managed and targeted to those
areas that need improvement and to satisfy the Government
Performance and Results Act of 1993. The data collected will be
summarized in a report to the President and Congress by October 1,
1997. The respondents are the 56 States and territories.

the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
