Approved on the
condition, as agreed to by ED, that ED examine implementation of
these complaint procedures in the context of issues raised in
public comment regarding the practical utility of parent disclosure
requirements. ED will consider additional non-binding guidance or
regulatory changes, balancing the utility of alternative means of
notification with the burden that could be created as a result. ED
will make the same assessments of the provisions that require
complainants to go through States prior to the Secretary. Approval
through December 1998 will allow ED one year of experience before
making this assessment under the PRA, while allowing for full PRA
review time.

public may bring complaints to the attention of State program
administrators. An additional requirement that parents be notified
of the procedures.
