FCC proposes that price cap LECs study
general uses of the general purpose computer assets recorded in
Account 2124 to determine the percentage of investment in that
account used for billing and collection activities. Price cap LECs
will add to its cost accounting manual a new section entitled
"Interstate Billing and Collection" (IBC), which would describe the
manner in which price cap LECs provide IBC services and the study
it uses to determine the portion of Account 2124 investment it
attributes to the IBC category. The special study would be subject
to independent audit requirements.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies

1320.8(b)(3).
