Since electronic
submission is not a substitute for paper, percent collected
electronically is zero. In order to reach the broadest range of
potential LMA parties, OMB strongly encourages the Commission to
use other means of distributing the information collection as well
as publication in the Federal Register. The FCC should consider
fax, email, and publication in trade periodicals to ensure that
those without access to the Federal Register can participate.
