Approved with
instruction for change. The pilot may not proceed until the
following changes to the information collection are complied with
in full. The INS must deploy the revised form (INS submitted on
9/10/97) which deletes former 4(a),(b1), and (b2) from the I-20P.
As was stated in the initial clearance of this pilot, high school
students are not allowed to participate and their involvement must
be ended immediately. It is noted that INS is in violation of the
Paperwork Reduction Act due to the lack of compliance with OMB's
previous action. OMB stated that INS could not fingerprint the
pilot population and INS ignored this condition. INS also included
high school students in the pilot after agreeing not to.

electronically collect and submit information in a limited pilot

U.S. in order that INS can monitor the students' immigration status
and ensure that the students do not violate the condition imposed
by their nonimmigrant status while attending school.
