This collection
only covers the nominating process for the Universal Service
Administrative Company (USAC). Any information collection that USAC
uses must be submitted to OMB by the FCC for review under the PRA.
Any boards or corporations established by USAC must also comply
with the PRA. The FCC is reminded that the Universal Service rules
that require schools and libraries to submit technology plans as
part of their application for service under 47 CFR Section 54.504
have not been approved by OMB (see Notice of Action for 3060-0774).
Therefore, USAC or its corporations will not be able to review and
certify these plans until the FCC obtains OMB approval to collect
these items.

In CC Docket Nos. 97-21 and 96-45, the
Commission instructs NECA to create an independent subsidiary to
administer temporarily portions of the universal service support
mechanisms. It also instructs NECA to create two unaffiliated
corporations to administer portions of the schools and libraries
and rural health care programs. The Order instructs industry and
non-industry groups to submit nominees to represent them on the
independent subsidiary's Board of Directors.
