collection is approved through 12-98 under the following
conditions: HCFA will immediately increase the time estimate to at
least 6 hours to be responsive to commenter concerns. If in the
future the States need less time to complete the form, HCFA may
then reduce the time estimate. Upon the next submission: 1)HCFA
will incorporate this form into the HCFA-64 or provide a
justification for why they have not done so; 2) identify other
opportunities to reduce the burden associated with this form within
the requirements of the CFO Act.

The Chief Financial Officers Act of
1990 requires Government agencies to produce auditable financial
statements. Form R199 will collect accounting data from the States
on payables and recievables.
