Approved as amended by ED's memos to OMB of 11/20/97 and 12/30/97. In addition, ED will qualify any results made from this collection with: a) the sample fails to capture those participants that dropped out prior to the completion of a written vocational plan; b) in terms of measuring outcomes and cost effectiveness, a comparison group design was used in lieux of a control group design (which would have been a stronger evaluation model). Further, ED will in the future involve OMB earlier in the development of surveys such as this so that OMB can ensure that prior understandings reached between ED and OMB during the regulation review process are carried forward in subsequent information collections. Note: The regulation review referred to above occurred in 1994 and involved the NPRM - RSA Demonstration Projects To Increase Client Choice Program (OMB No. 1820-A388)

As mandated in P.L. 102-69, RSA/ED is conducting an evaluation of the "effects of increased choice on consumers" in seven demonstrations projects funded under the legislation. The independent evaluator, InfoUse, will survey a random sample of 217 current and former project participants. Respondents are working-aged persons with disabilities who have received vocational rehabilitation services through the demonstration projects. The results will determine the extent to which the demonstration projects have increased consumer choice and satisfaction with vocational rehabilitation planning.
