The answer to
question 12 of the supporting statement identifies the staff hour
burden to the respondent highway agencies. The value of those hours
should be reported in the answer to 12, not to 13 as submitted.
Question 13 asks only for costs other than the hour burden
discussed in 12. If some of the planning hours are assumed to be
performed by contractors, then the contract costs would appear in
the answer to 13 (and in block 14 of 83-I) and the burden hours of
12 (and block 13 of 83-I) would be reduced correspondingly.
