through 7/98 under the following conditions: 1) Until OMB approves
the second OPL pursuant to emergency PRA clearance procedures, HCFA
must accept either the transmission of the UB-92 or notification by
a plan that it is waiting to evaluate the alternative method. HCFA
will clarify this policy in a letter to the plans within the next
two weeks; 2) the next PRA submission will include a detailed
description and assessment of the practical utility of the proposed
alternative method and other options under consideration, an
evaluation of the desirability of extending acceptance of the
alternative method to plan transmissions starting July 1st, more
detailed descriptions of the data and calculations supporting
various risk adjustment methodologies under consideration, an
assessment of universal reporting versus sampling, and any
milestones for ensuring that plans have the capability to transmit
data directly to F.I.s by July 1998. OMB is concerned that HCFA
released this OPL before receiving OMB approval. OMB recognizes the
challenges faced by HCFA in meeting its BBA deadlines but
emphasizes that HCFA must comply with the Paperwork Reduction Act
and offer the public reasonable opportunity to evaluate and comment
on policies. OMB applauds HCFA's efforts to coordinate with the
Data Council; the next PRA submission must explicitly reflect this
coordination and Data Council recommendations. Finally, as
discussed with HCFA, OMB's approval remarks dated 6/30/95 on the
HCFA-1500 (0938-0008) also apply to this collection, as well as the
UB-92 clearance package that will be submitted to OMB in the near
future.

Section 1853(a)(3) of the Balanced
Budget Act (BBA) requires Medicare+Choice organizations, as well as
eligible organizations with risk-sharing contracts under section
1876, to submit encounter data. Data regarding inpatient hospital
services are required for periods beginning on or after July 1,
1997. This data collection package describes submission of data
from health plans to HCFA.
