amended by DOL's memo to OMB of 1/30/98. In addition, and in order
to increase the utility of this reporting form, DOL agrees to the
following conditions: The instructions on this form will be
modified to outline methods for transmitting the requested
information electronically, to remove references to incoming or
outgoing transfers of funds between Title II-A and Title II-B, to
change the reference of statutory authority of transfers to the FY
1998 Appropriation Act, PL 105-78, and to indicate that
availability should include transfers in and out of Title III.
Also, in order to reduce burden and improve the efficiency of these
reporting requirement, DOL will remove the column that asks for SDA
names, as that info is caputured by the SDA unique numeric
identifier. (Note: DOL can include an instruction that SDA name
should be provided in the event of a name change.) Further, if a
training reform bill containing a provision moving SDA training
from the current contract system to a voucher system is not enacted
by July of 1998, the DOL shall submit to OMB by October of 1998 a
proposal for conducting a sample survey that would capture training
expenditures at the SDA level, including but not limited to
information on type of training and where it occurs. OMB notes that
this collection expired in September 1996, and that DOL collected
this information without a valid clearance in 1997. This action a
violated the PRA, and OMB will cite the violation in its annual
report to Congress. DOL shall take steps to ensure that this and
other collection are reviewed in a timely fashion.

financial data will be used to respond to congressional oversight,
to prepare budget requests, and make annual reports to Congress per
statute.
