This ICR is
approved pursuant to 5 CFR 1320. OMB notes that it does not believe
that EPA's estimated labor costs in section 6d of the supporting
statement conform with the estimates in Table 2. EPA shall provide
OMB with corrections to this estimate or documentation that it is
correct. As a general matter, EPA should take steps to ensure that
its submissions to OMB conform to the requirements of the PRA and 5
CFR part 1320. In particular, EPA should assure that such
submissions are carefully checked to ensure accuracy and self-
consistency.

These standards apply to fugitive
emissions from equipment sources operating in volatile hazardous
air pollutant (VHAP) service (containing or contacting fluids with
at least 10% VHAP by weight). Affected facilities are those which
own and/or operates pumps, compressors, pressure relief devices,
sampling connection systems, open-ended valves or lines, valves,
flanges and other connectors, product accumlator vessels, and
control devices or systems in VHAP service.
On behalf of this Federal agency, I certify that
