The FCC shall
review the proposed FCC-496 form to correct errors and clarify
certain points. Specifically, the FCC shall: a) clarify that all
common carriers providing telecommunications service in the U.S.
and between the U.S. and foreign..., b) clarify the monthly fee
payment process -- is a copy of the FCC 496 also filed monthly, c)
clarify the text in Item A. When and Where to File to state that
the monthly payment process is optional. Since this form will only
be used for 1998, it should be entitled 1998 NANPA Funding
Worksheet and should expire in February or March of 1999 -- unless
the FCC can clarify how the year that the financial information to
be provided is chosen. In the definition of carriers -- where are
international carriers classified?

The worksheet seeks financial data and
payment from telecommunications carriers to fund the North American
Numbering Plan Administrator (NANPA). The NANPA is responsible for
administering telecommunications numbering and making numbers
available on an equitable basis for the United States, Canada, and
much of the Carribbean. Congress directed the FCC to create the
NANPA and to provide for its funding. 47 U.S.C. 251(e)(1) and
(2).
