through 10/98 under the following conditions: 1) HCFA supplements
its sample comprised of "industry nominations" and volunteers with
random, representative SNFs, LTCHs, and RFs from the OSCAR file to
reduce self-selection bias. HCFA submits to OMB its detailed
sampling methodology prior to fielding the MDS-PAC; and 2) prior to
initiating Field Test 2, HCFA briefs OMB on the results of Field
Test 1, in particular on nonresponse and related biases for random
LTCHs and RFs. In addition, HCFA must brief OMB on the status of
the four issues listed on page 33 of the Supporting Statement.
Finally, HCFA shall ensure that the main study is a statistically
valid instrument that does not rely on industry nominations or
volunteers.

The testing and refinement of a
clinical assessment instrument is essential to the unanticipated
requirements under sections 4421 of the Balanced Budget Amendment,
which requires implementation of a prospective payment system with
case mix groups for inpatient rehabilitation hospitals by October
1, 2000.
